The outside temperature gauge says ICE this morning (AM) because it may be icy outside. Also, the temperature outside may be below 32 degrees, which is freezing temperatures.

it could be the speed indicator hold the trip mile button in while in drive and it should say no mph like no smoking sign where the temp gauge is for the outside
If the engine temp only gets to 120 degrees F, I would say the thermostat is stuck open or missing.

The temp is good
It all depends. If you are attempting to melt a metal, then high temp is good. If you are making ice cream, then low temp is good. If you are talking about the ambient outdoors temp, then while we can dress accordingly for temp of say 60o below usual ambients, it becomes impossible to dress for temp even 20o above normal ambient.
Honestly. If you are looking for temp, then say that. If you are looking for perm., then say that. If all they have is temp, say something about looking for perm, but are willing to work temp until something more perm opens up.

You did not say if 4 or 6 cylinder. But the thermostat is supposed to control the temp by when it opens to allow coolant to flow. I think stock was 195 degree F and that is what I have in my 1991 4.0L and the gauge registers around that.
