Just like in cards a King always trumps the Queen. In the case of British Monarchy, it follows suit just the same. Queen Elizabeth inherited her crown after her father passed, the King of England. So she is as high as it goes, the "King" card was lost. Since she married Philip and he is not of the Windsor blood, nor heir to the King of England- as his wife is- he can not trump her. So he is given the title of Prince of yada yada, which Queen Elizabeth gave him after she was the legal Queen for 5 years.
Now in the case of Prince Charles and his wife Camilla. She can technically become Queen when he takes the throne, but she will have no ruling power.
If "King" Charles passes and Camilla is still alive, she is taken off the throne as well, as the eldest child of King Charles is of legal age to take the throne.
