No, no and no he can't. An Executive Order does not make or change law. The President does not have the power to make law, or to change the form and structure of government.
The executive branch has very limited powers to make what might be considered laws, usually in the form of executive orders or by means specifically delegated by other laws passed by Congress, and the President may veto laws passed by Congress.
These are executive orders, and they are not 'law' in the true sense but instead fall into that gray area where they can be challenged through different means.

He does issue executive orders and gives orders to the Justice Department to ignore some parts of some laws. This latter action may be illegal but he has not yet been seriously challenged.
