The Sims 3, along with The Sims 3 World Adventures, was made by Electronic Arts, primarily EA Blackbox (EA Canada) and Visceral Games (owned by Electronic Arts).
Maxis had nothing to do with the Sims 3, unfortunately. Maxis made The Sims (including all expansions) and The Sims 2 (including all expansions)
EA only published The Sims and Sims 2 (all expansions), they never created anything about it.

Where was sims created?
The Sims 3 was developed at the Sims studio, Redwood City EA Campus. 1 & 2 was developed by Maxis. However, i do not know where it was developed for the Maxis games.

Actually Maxis is coming out with Sims 3 in January 2008. I believe they are still working on Sims 3 thus I assume that no more expansion packs with be produced for Sims 2 but you should check the Maxis website for updates.

I doubt it will go up to 10 or 100, maybe 5 or they may stop at 3.

Not unless you download Riverside from the Sims 3 Website, you must make an account first. To do so you will need to own the Sims 3 It is said that later on, for advanced Sims 3 players, an expansion pack will come out in which you can build your own neighborhood
Can you install The Sims 2 if you have already installed The Sims or do you have to uninstall The Sims?
Nope. :D I actually have all 3 games installed on my computer. The games do not conflict with each other or make any contact. Maxis created The Sims and EA Games created The Sims 2. Although both are EA brands they are from different sides of EA which is exactly why. When installing The Sims 2 make sure you have enough space. Have fun!
