There is no background on Claudius' rule. He could have very well have been a better king than Hamlet's father. Hamlet was so consumed with hatred, that he did not even kill the king for the people, he killed him for himself. Plus, he left the nation powerless to the invading nation. He was selfish and filled with hatred. If he had a problem with Claudius and his Mother, he should have talked it out with them. Claudius brought in Hamlet's friends to find out what was wrong with him, and all Hamlet did was have them killed. Hamlet was not a tragic hero, he was a villain.
In what is often called the "Prayer Scene," Hamlet has Claudius alone, but Claudius is praying. Hamlet is concerned that Claudius might be forgiven his sins and go to Heaven if he's killed while he is praying. Hamlet doesn't consider it suitable revenge if he just sends Claudius straight to Heaven. Hamlet's father, in contrast, was killed before he had a chance for redemption. Hamlet waited to kill Claudius so that he could kill him as a sinner.
"O, for two special reasons . . . The Queen his mother lives almost by his looks, and for myself--my virtue or my plague, be it either which--she is so conjunctive to my life and soul, that, as the star moves not but in his sphere, I could not but by her. The other motive why to a public count I may not go is the great love the general gender bear him . . ."
So, his first reason is that he does not want Gertrude to be angry with him, because of his passion for her. Since, as we will soon find, Claudius does not mind secretly killing Hamlet, which will make her sad, we know that it is important to him to have her with him but not necessarily to make her happy. This is the quality of Claudius's love, which is genuine but somewhat selfish.
The second reason is Hamlet's popularity. It's always unwise for a ruler to publicly attack a popular figure.
He wanted the time to be right. He wanted Claudius to be in the middle of committing some awful sin so he'd go straight to Hell. Like spying on Gertrude's bedroom, except that turned out to be Polonius not Claudius as Hamlet had hoped.

Before Hamlet enters his mother's chamber, Polonius is having a discussion with Hamlet's mother Gertrude. As Hamlet enters the room, Polonius conceals himself behind a tapestry hanging from the wall. When he hears Gertrude begin to feel threatened by Hamlet, he cries out for help, thinking that he would kill them both. Hamlet hears Polonius, and believes him to be a rat/spy (possibly even King Claudius, but it is unclear if he truly believes this). Hamlet stabs through the tapestry killing Polonius, who remarks "O, I am slain".
Hamlet mistakenly believes that it is Claudius who is hiding behind the arras instead of Polonius.
Hamlet kills Polonius thinking that it is Claudius eavesdropping on him.
Polonius tells Claudius and Gertrude that Ophelia and Hamlet have had a relationship which Polonius had Ophelia break off, and that this might be the cause of Hamlet's wild behaviour.
