The attitude towards drinking is different. In France and many European countries children are given wine as a part of dinner and they learn early on that drinking is to enhance life and not to get drunk. In England and America drinking is seen as a method to have fun and to "party." This leads to binge underage drinking.
I certainly have been with no problems.. Even on the metro in Paris :)
