Insufficient concentration perhaps. Even if treatment 100% successful, fleas immune in pupal stage & thus will still emerge for up to 2 full weeks. There is no residual benefit from a fog, so you might try frequest vacuuming & if still persists, treat the rooms etc. with residual aerosol. Vacuuming helps stimulate them to emerge as well. (vibration)
