so they shave their heads in hope that a seagull mistakes it for a rock and drops a tortoise on their head.
they also do this because they don't want people putting them down if they have a bad hair style.
They really hate it when they have nits so it stops it from happening. Also it is a protection, many of the rapist in Japan need hair to grab on to while they rape so removing all the hair (shaving) makes it a lower chance of getting raped, as the rapist cannot possibly rape with out hair to hold on to!
