According to their middle school English textbook, the previous bell sounded too much like an air-raid siren "so the teacher and his friend, a mechanic (sorry, the text does not give names or places) made a new machine and chose the chime of Big Ben." They say this happened "about sixty years ago."

Sadly I can't find any more English-language material on it than that.
