I don't believe that this phenomenon only applies to women from Peru. There are women from many countries that live in "less than ideal" conditions and would make any reasonable attempt to connect with a man that appears to be significantly more affluent.
In addition, such men probably know very well that "true love" is probably not in the equation.
Looking for a husband and a free green card most likely.
