The sensor located closest to the firewall is the vehicle speed sensor, This sensor tells the ECM how fast the car is moving, that information is than relayed to the speedometer in your instrument cluster. The speed sensor on the front of the transmission is a Turbine Speed sensor. The ECM watches the relation of the Turbine speed sensor to the shifting perimeters to make sure the transmission isn't slipping.
The speed sensor on a 1999 Saturn SL1 is under the transmission. It is below the fittings for the transmission cooler lines.

The vehicle speed sensor is located on the side of the transmission. The sensor will be on the right hand side of the transmission, and should be labeled as such.

If by "Civic transmission" you mean a D-series transmission then no, it is not compatible with the B-series engine. If the Civic has a B-series transmission then, oviously, it will work. All 5-speed B-series transmissions are compatible with all B-series engines.
