The main reason is that most tornadoes are not strong enough to destroy residences, and even strong tornadoes usually only produce their worst damage over a small portion of the track. In areas where the damage is less severe conditions are unlikely to be fatal. In modern times people usually recieve a warning, especially for major tornadoes, and get to a safe place. An adequately built house with a basement will protect you from all but the strongest 1% of tornadoes. Additionally, few tornadoes impact major population centers. Most tornadoes either stay in rural areas or only affect small towns, so there is not much of an opportunity for them to kill. Several tornadoes on record would likely have resulted in extremely high death tolls had they hit major population centers.
