First of all, this is not exactly true. All Israeli Jewish men and women are required to join the Israeli Defense Forces at age 18. Religious Jews can apply for exemptions. Druze Israelis and Circassian Israelis have a mandatory draft for men and no draft for women. Israeli Bedouin men generally enlist, but are not required to. Other Arab-Israelis, mostly ethnic Palestinians are not drafted and do not enlist.
As for why those who are required to join the IDF are required, this is because Israel sits in a neighborhood that is generally hostile to its existence and needs all of those men and women in the military to defend itself against threats.
