Because the core establishes the value of the part you are purchasing, so the state is gouging you for extra money. Even though the parts supplier will take off core charge when you return used part, they state will not let them refund the sales tax. You're basically paying tax for no reason at all. Every state is different, so check your state's guidelines on auto suppliers " core " tax.
