Black people's hair does grow; some faster than others. It depends on the individual.
To some it may seem as though black people's hair does not grow, but it does at an average of 1 inch a month (the same for all races). unfortunately some blacks tend to chemically alter their hair which causes breakage. so their hair does grow, but its hard to keep the length due to breakage, making it seem as if it does not grow.

A white person can have hair past their shoulders, and a black person can grow hair upwards of more than a foot long.
