Well the thing blind itself has categories some legally blind but can still see light, and light itself makes a huge difference in their lives. People able to see the light are less likely to get depressed compared with non light recipients. There is also the society and people around him, he doesn't want to make them uncomfortable by looking directly at them as it might have got the person in trouble once or twice. One more reason I can think of is that they rely on hearing and the ear is in a specific direction, this might help them hear a bit better.
