i have had this problem too. i finaly got around to asking my guy friend what my problem was. he said that i always came off as kind of taken already, although he knew i wasnt. im also a lot more mature than girls my age so i like to look for more mature guys, which means older boys. dont be afraid to trust your gut and get out of your comfort zone. you wil benefit in the end, even if it doesnt work at first. hope i helped. good luck.
