Why do bulbs 13wPLC 2700K for Phillips ceiling fixture but which Phillips says are made by GE and are labeled for 10000 hour life burn out in 7 months with 2 sets using 6 in 3 yrs?

Higher operating voltages than what the bulb is rated for will shorten their lives. Check the voltage in your home it might be on the high side. This sometimes happens if the supply transformer is close to your home and you are the first on the line. Rule this cause out first.
