This is a difficult question to answer. Bystanders sit there and watch because they, themselves, may be victims of the bully, and do not wish to be labeled as a "snitch." If a bystander that just so happens to be a victim were to tell the bully off, they might end up getting bullied further and worse than they have before. The bully may even go to the extreme as to physically and severely harm the bystander for "tattle-telling."

Report it to the appropriate authorities. Speak with the bully and tell them you will report them if the do not stop immediately. Speak with the person being bullied and give them your support.
