The reason behind this traces back to their feral roots. Domesticated cats today are descended from wild cats. In the wild, the lived in small dens, like caves or beneath a fallen log, etc. It made them feel safer, knowing they were confined, because it was harder for other creatures to surprise or sneak up on them.
This never left them as the cats evolved to today's domestic ones. It relieves them not having to watch their back at every turn when they have three sides covered.

IMPROVEMENT:: If your neighbor comes on to your property and feeds your cats or throws food on to your property to feed your cats then it is illegal...HOWEVER If your neighbor just puts out food on her own property and your cats venture over on her property to eat it then it is not illegal and there is noting you can do except keep your animals confined to your own property..
