"Usual" behavior is hard to determine, because people are different, and some variation is inevitable. Where society draws the line is more or less arbitrary, but it's really to make sure society is safe.

"Unusual "behavior can occur because of a different culture, brain damage, psychological problems, or different viewpoints.

Marriage, something that seems perfectly normal in our society, may be completely alien to another society or polygamy may be the norm. Homosexuality is another area that is a site for controversy, as some think it's "usual" and others "unusual".
