They store food, but not water. It is a survival behavior driven by instinct. Many rodents, chipmunks included, can derive a significant amount of water from the metabolism of starchy foods, such as seeds and nuts. In fact, it is believed that the desert-dwelling kangaroo rat can survive entirely without ingesting liquid water.

Chipmunks, unlike humans, cannot use tools like clothes or bags to carry things around, and they need to use all four paws for climbing and running. So if they want to move food from one spot (where they found it) to another (where they hide it) they stuff it in their cheeks.
Chipmunks climb trees for three main reasons:
1. To make their nests in a tree hollow.
2. To get to the nuts that are hanging from the branches of the trees if they can't find any on the ground.
3. To escape ground-based predators that can't climb trees.
