Only people who have enough money to live on and pay for college can do that. That is not a very high percentage of college attendees. They wait to get a job until after college because they can afford to. Most everyone else starts working before they start college and continue working while attending college.

Utah State does offer jobs to college students. Generally one can work on campus at the library or at a food court. They offer many different kinds of jobs.
They want students to be engaged. This makes their jobs easier as well as a better overall learning experience. Hopefully they don't 'hate' them. :)
