It's a bit of a fashion statement, especially for those girls who don't ride horses and live in the city. For real cowgirls though, it's a necessity because they need a boot that both slips into the stirrup easily (and comes out just as easily if they fall off) and keeps a good grip on the base of the stirrup when they are running the horse through barrels or just working with cattle on the ranch.
