Sumer developed along rivers, such as the Tigris and Euphrates, because they provided a reliable water source for agriculture, transportation, and trade. The rivers also deposited fertile silt that helped create a surplus of food, enabling the growth of cities and civilization in the region.
Cities do this becuase it helps with trade. Cities need to trade to flourish and expand.
