You must have a Playstation Network card and a master account. A Sub account is for individuals under 18. Adding money is only possible with a charge card if the name and address is a perfect match. Sony customer service can help with problems

When your on the PlayStation store and you 'add it to cart' it should say add funds to wallet unless you already have money in the 'wallet'. When you add funds it asks for card details and so on. You can delete billing information on the ps3 by going to Account Management>billing information>delete info. Hope that helped.
