The eyes are especially prone to irritation for a couple of very important reasons: one, the eye itself is extremely fragile and it doesn't take much to damge it permanently. So, in response the nerve endings are particularly sensitive so that if there is some irritant, it is harder to ignore and can be taken care of, either by you (by flushing your eye out for example) or by your bodies own immune system.

The second reason for the high degree of irritation is due to its proximity to the brain. The eyes are, in fact, the only part of the brain that is visible externally, in that, the eyes connect directly to the brain via the optic nerve, and this nerve is actually visible to an extent upon careful examination of the area behind the pupil. So again, as a defense mechanism, the eye tends to "over react" to stimulation as a way of protecting the brain itself.
