Not all frogs do! But fundamentally frogs have porous skins that can dry out easily and may also need to lay their eggs in water to bread. This ties most of them to live near water or to damp, moist habitats. They live in water because they are amphibians, they swim under water, also frog always lay eggs under water so that tadpoles who comes out of the eggs can live under the water, they would die on the land as they dont have limbs, they only can swim.

Frogs need to keep their skin moist.

Amphibians can absorb water through their skin, they usually do this instead of drinking through the mouth. Without moisture a frog could dry out and die of dehydration. They also breath a little bit from their skin, but they can only do this if the skin is moist.

no lizard should not live in moist places bcause lizards are cold blooded and they should not have dap patches in their tank.
