This question makes a vast assumption that gays typically lie about hate crimes. I presume this is meant in general as in "If a gay person say they're victims of hate crimes, they're lying". Otherwise, one would have to give a specific event that can be carefully reviewed to ascertain if the gay victim was lying. There's no reason in general to believe this is always or even often the case.
