i suggest using a gel eyeliner, it's the easiest. i would lightly put a gray eyeshadow all over you eyelid. put eyeliner on the top and do the wings (it takes practice) and put eyeliner on the bottom (make it thicker towards the wing) maybe do a small wing onn the inside..but its pretty hard to do right. this would end up like this http://images.funadvice.com/photo/image/82125/thumb/emo_make_up.png
putting eye liner on the inside of the eye is usually called Kohl Rimming. and, it depends on the kind of eyeliner. stick liner works better for the inside, liquid would just kind of blink away in a matter of moments. it's all about the look your going for. dramatic glamour, or alternative makeup, you would put it on the bottom of the underlashes. to add a little pop to your eyes, just rim the inside of the eye. you'll get the hang of what you want soon enough. :)
