not their fault.not at all.its the swimmers fault for comming in their territory.sharks attack you cause they are scared you are going to harm them they wonder 'what is that doing in my territory' they attack you before you attack them first even if you were not planning to.but great whites are different.the cause of why they attack is different.instead they mistaken you for their favorite food(seals) and attack.hope it helped :)
