You need to check for a bad ground, or pigtail socket (plug to light) OR when you replace them you got some oils on the bulb itself (dirty rag or hand oils- you can not to those bulbs or they will prematurely burn out!
A potential cause of bulbs burning out in cars is a dirty or corroded bulb socket, or a bad wire connections at the socket.

would have 2 say a bad ground..U have the voltage,just not a ---- GOOD ground.
Try tracing your wiring. You may have a break in the wire that grounds out blows your bulb.
Voltage too high - bad voltage regulator on alternator. I bet your dash lights are very bright also.... Change out that alternator before you start popping other bulbs....
If your gonna keep it, get the book, otherwise, follow the wiring to the back of the bulb and see how it's mounted..

undo all 3 11mm bolts on headlight case. . Unplug the 2 plugs on back of headlight. . ull feel a button "clip" that when pushed lets u disconnect the cables. . u can do this after wrigling out the headlight abit. . . Once the unit is out unscrew that big cap. . unclip headlight socket and take out headlight and DO NOT TOUCH!! unleas its broken and u dont want to keep it. . Insert new headlight into the socket and clip back in (make sure its clean though!!) Wriggle headlight unit back in place PATIENTLY. . no easy way of explaining of how to get the b***h back on really easily
