Depends actually. Jainism and some other forms of Hinduism don't eat garlic, some earlier generation people don't eat as well, but there is no strict guideline to it. In most case, yes, they are allowed to eat garlic.

All so called Hindu religions are the off shoots of Vedic Aryan philosophy and dharma. In Vedic Dharma Ayurveda is one of the important Up-Veda and Ayurved describes onian and garlic as most useful organic product for an healthy human body mechanism. And as such Hindu religion in its true original thought does not prohibit use of garlic in diet.

According to popular belief, daily consumption of garlic causes tamas to our body. Tamas simply means anger and Anxiety, thus they avoid daily intake. It is worth noting that garlic has been used medicinally in traditional medicine.

It is said that onion and garlic bring Tamas (anger & sexual factor). Thus many do not eat it. But majority of the Hindus eat it.

Majority of the hindus eat garlic. Some branches of hinduism believe that garlic causes anger , anxiety and other problems in our body, thus they try to avoid excess use of it.
