The Persian aim was to establish peace, security and prosperity within its empire. Their problem was that in the west they had hundreds of Greek city-states which were restive, encoraged by the Greek city-states in mainland Greece. The Persians thought the solution was to bring these external states under their control, ruled by local city tyrants and overseen by a Persian governor. Good idea, but it led to 50 years of warfare with Greeks whose life was war-oriented.
