When horses all lived in the wild, they had to be suspicious in able to live. What's behind that rock? It might be a mountain lion! Oh no, better check it out! See? If a horse didn't check things out first, they would have just walked into trouble. This instinct has been passed on generation to generation. At first, it helped keep horses alive, but now that they are domesticated, they don't need to check everything out. But they still have that instinct, so they do anyway. Just in case.
