The variable rheostat for the blower motor is shot and needs to be replaced. It's on the firewall, near the heater blower, either in the engine compartment or up under the dash. Follow the wires from the blower switch and you'll find it.
Probably your blower motor speed resister is burned out.
If it has only high speed, the blower motor resistor has to be replaced to get all speeds back.
The blower motor fuse protects the blower motor electrical circuit. The blower motor relay operates only the high speed function of the blower motor. The blower motor speed resistor operates the lower speed functions of the blower motor.
If you are referring to the blower motor only working on the high speed setting, then the problem is the blower motor Resistor Pack is defective. Replace it. It can be the blower motor speed control switch but not likely.
