I have a toshiba satellie series C laptop and my cousin has a Dell Inspiron with exactly the same specs.
Specs:
3GB Ram, T4500 Duel Core Processor, 2.3GHZ, Mobile Intel(R) 4 Series family chipset... We both have them exact same specs. The only difference is i run the game off windows 7 64 BIT and he runs it off Windows Vista 32 BIT.
Any suggestions as to why he can run the game smoother than me when we are both on lowest settings?
You may have low FPS due to your graphics card, the settings being too high, or simply a poor computer.
By clicking on your system tool icon it will display your fps.
the ping from your isp is to high or low dont rem but check to c if u can upgrade

With all video settings on the lowest, 60-75 FPS, depending on if you have a decent video card or a built in one. Without a video card, expect really low rates in the 5-20fps area.
