I believe I have the best answer although not perfect I decided to contribute because question was unanswered. I'm not saying I'm accurate but my best guess is as follows:

Since God is God (Creator of all living things & is supreme) damage as a result of disasters that occur involving nature (not by mans hand directly) are classified as such. It does not mean that God is actually responsible (although common sense dictates that since God is God He can use such if He so chose-see for example Bible Old Test & New like book of Revelation (prophetic) only that it was not damage due to any perosns direct fault.

Most importantly beyond this question is this that I know beyond a doubt (See Bible John):

John 3:16,17,18:16For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. 17For God sent not his Son into the world to condemn the world; but that the world through him might be saved. 18He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
