When leaves are hanging on the tree the stem has a small vein in it that allows moisture in the tree to keep the leaf soft and pliable. As fall approaches the vein starts to close off and the leaf and stem begin to dry out because they can't get moisture to the inside of the leaf. When the stem dries out the leaf falls from the tree (most of the time) and continues to dry out due to lack of mositure. Even if it rains on it the leaf will not be able to pass the water through the stem so it just dries out.
