The lights are dimming because the starting current of the garbage disposal is causing a voltage drop, is the dimming prolonged or just for a few seconds? Do the lights come back to their full brightness or do they stay dim as long as the disposal runs? Check all electrical connections at breakers and neutral bar for over heating and tightness. Have your utility check the service and service lateral. Everything checks out find, inspect the starting capacitors in the disposal.

Has anyone had problems with power flickering and if so what was the cause also have bathroom plugs that when you plug in the lights dim When you when off the power the lights come back up?

Your bathroom plug and light are on the same circuit. When you plug in a hair dryer that uses more electricity then the bulb the bulb will dim. To fix this you need to call an electrician and have him put the lights on a separate circuit from the plugs.

You probably don't need to change the dash lights. On the headlight panel there is a control to dim or brighten the dash lights. This same control allows you to turn them completely off. I don't remeber on that particular car if the light switch rotates or has a separate switch but all cars have this feature.
