This could be caused by a few different things. Heres a few things to check.
The signal cable from your PC to your monitor, is it firmly connected?
Are you running current drivers for your video card? Try downloading the latest drivers for your video card and installing them.
This could also be a sign that the video card is overheating. With the machine unplugged, open it up and locate the video card. If the fan is clogged with dust clean it out with a can of compressed air. If the fan does not turn freely it may be time to replace it. Video cards can be permanently damaged by overheating. If you find the fan clogged/broken, clean it out/fix it, and the problem still occurs you will probably have to replace the video card.
Dont worry, they arent all that expensive.
