The Founders distrusted democracy, and wanted to make sure that the momentary passions of the electorate would not overtake the entire government in a single election.

Thus, while the enire House of Representatives is elected once every two years, only one-third of the Senate is ever up for election, making it harder (in theory) for it's party control to switch.
