"Blousing the boots" or "Blousing the trousers" means to make the trousers appear to be tucked into your boots. Now it appears that the trousers are tucked into the boots.

As long as the top/ blouse is not too revealing/tight it should be ok, but if you could borrow a jacket might be a bit better. How about a light sweater or cardigan over the blouse ?
