Your headlights turn off when you turn the high beams on because you have a defective switch. You need to have a mechanic replace the high beams switch. It is a simple replacement.

You should not use your high beams in the fog. Your high beams will reflect off of the water in the air from the fog making it even harder to see.
I think the low beam lamps have two filaments. So it's possible that those low beam filaments in the "low beam" lamps are burnt out. When the headlights are on dim, only the two outside bulbs burn. When the high beams are on then all four will burn.
It could mean, turn off your high beams.
