Why do my legs feel numb?

Depending on what you were just doing, there's a lot of things that could cause numbness in the leg. A real common cause of that sensation is if you had just shaved your legs, or if you were sitting in an awkward position.

After shaving your legs for the first time they feel clammy and numb do shaved legs always feel this way or will it go away with time?

No, it's not normal to feel numb when you've removed a tampon. Your vagina doesn't have much in the way of feeling so it would be unusual to be able to feel that your vagina was numb to begin with. If your vagina feels numb then consider you may be sensitive to something in the tampons you're using.
