The fibres are woven far closer together, so close that water particles can't pass through it. Think if cotton shirts, there are large spaces between the weaves, you can even see the spaces, so water will definitely be able to pass through it! Nylon is woven far more intricately as the material allows it to be done so (nylons nature)
