Yes that's part of the answer, but there are other effects. For example, water absorbs light more easilyat the red end of the spectrum.

The color of the ocean depends on the amount of algae/ seaweed on rocks or the sand. LOTS of algae/ seaweed can cause the water to be a sickly greenish color such as a pool being uncovered after a year. The water is usually "blue" in warmer areas where there is more tropical fish that can eat more algae than others, per say. However, the water isn't really blue. It is an optical illusion made by the sun and some of the algae on the ocean floor. It is really clear.

The sea is a blue-green color for two reasons. The green color comes from the alge that is present in the water. The blue color is the color that is created from the wave lengths of light hitting the water.
