A bird might ruffle its feathers to remove something on the feathers, to put feathers back in place where they belong after preening or after being handled, etc. Ruffling is just a way of putting feathers back where they belong.

I have a pet parakeet and it also fluffs up.

They could be cold, preening, stretching or sick. If it stays fluffed up for a prolonged period the bird could be sick and need to see a vet. Parakeets mostly fluff up because it's cold. Is your house warm enough, or is it too cold. If you have your parakeet outside make sure to take him/her in if it's too cold outside. :)

It's kind of like a cat or a dog shedding. Parakeets pull out their feathers because of climate change.
