A lot of times parents don't want their kids to wear make up for many reasons. Some are:
Well it's really up to the parents. But I suggest parents to not let them wear makeup on a daily basis. It's going to be bad for your children's skin and might even develop wrinkles. I'm a sixth grader and I love makeup to death. So, I only do it for practice but not everyday :)
Convince them that you're mature enough and that you won't wear heavy excessive makeup.
You don't need to impress anyone - just be yourself.
That's up to the parent(s) to decide. Some parents let their tweens wear simple makeup like lip gloss and mascara, and gradually get to more mature makeup like foundation and lip stick as they get older. When you see your children are mature enough, you can allow it.

I wouldn't recommend it. Children's skin is very sensitive, putting on makeup at a young age can cause reactions to the skin, causing rashes, pimples/breakouts, etc. If you need to put make up on children then there are brands that cater for younger skin, and contain gentler products that wont damage/irritate the skin.
It is up to you! Some people prefer to wear their makeup throughout their day prior to a facial appointment and some people don't. If you wear makeup to a facial appointment, the first thing the Esthetician will do is take off your makeup before they begin the actual facial. But I would avoid wearing makeup afterwards and let your skin breathe.
