If it is a woman then she should go with a Mah'ram, if she can not find a suitable Mah'ram then it is permissable for her to attend Hajj or Umrah with a trusted male friend. There are many Hajj and Umrah organisers and since Saudi only allow people to attend Hajj or umrah in large groups you have to go through one of these.
